The owner retains authority over strategic direction, capital allocation, commercial commitments and material project decisions.
Within the agreed mandate, Tacmin remains accountable for:
integrated delivery leadership;
participant and interface coordination;
implementation discipline;
controls and reporting;
escalation of material issues; and
progress towards the agreed outcome.
This provides clear accountability without displacing the owner’s governance or commercial control.
